Description
A PAC member who was shot dead in his home in Sikwane, Botswana on 23 April 1990 by Vlakplaas operatives. His wife, three sons and a security guard were also killed in the attack. The house was destroyed with explosives. Mr Chand allegedly assisted PAC members infiltrating South Africa. Eight Vlakplaas operatives were granted amnesty for this operation (AC/2000/0089).
