A member of the Congress of Democrats and longstanding supporter of the ANC who endured decades of bannings, house arrest and harassment by the Security Branch. Notably, Ms Joseph was the first person to be issued with a house arrest order in 1957. Her banning order was successively renewed for a total of sixteen years. She was subjected to a campaign of harassment and intimidation by the Witwatersrand Security Branch, including threatening phone calls, shots fired at her home and rocks thrown through her windows. One Security Branch operative was granted amnesty for his role in the harassment (AC/2001/230).
