Mr Kalake had been at a meeting called by the King of Lesotho. The explosive was being conveyed by APLA operatives to an intended target. When it accidentally exploded, twelve people were killed, including one of the operatives. One APLA member and two PASO members were granted amnesty (AC/1998/0076).
