Was one of two people shot dead by SAP members in Mossel Bay, Cape, on 13 July 1993. Mr Kuilder, who was mentally disabled, was on his way to a shop when he was killed. This took place during conflict between the Civic Association, the Town Council and the police related to housing and other local issues.
