A UDF supporter and secretary of the Sibongile Civic Association who was detained under emergency regulations in Newcastle, Natal, on 16 June 1986. In detention, Mr Zwane was severely beaten and tortured by members of the Security Branch, allegedly because he was thought to be organising a rates boycott in Sibongile township.
